Roots · शासन Governance and democracy
Power closest to the people.
Cities and panchayats with money and authority.
Promised in 1992, still being delivered.
- The law
- The 73rd and 74th Amendments of 1992 gave panchayats and city bodies a place in the Constitution.
- City money
- Municipal corporations’ revenue was 0.6% of GDP in 2023-24, against 9.2% for the Centre and 14.6% for the states. Their own taxes were about 30% of their revenue. RBI report via The Week/PTI, 13 Nov 2024
- Grants
- The 15th Finance Commission gave local governments about ₹4.36 lakh crore for 2021-26, including about ₹2.37 lakh crore for rural bodies, ₹1.21 lakh crore for urban bodies and ₹70,051 crore for health. Down To Earth, 1 Feb 2021
Finish what 1992 began.
The Constitution gave cities and panchayats a place. Giving them the money and authority to use it is the unfinished reform.
