Rajnath Singh meets the US, Japan and Australia in Cebu. Co-production is the test

At the ADMM-Plus in the Philippines, India’s defence minister reviewed ties with all three Quad partners in one day. No new agreement was announced.

India used one day in Cebu to meet all three of its Quad partners. Defence Minister Rajnath Singh held talks on Wednesday with US Secretary of War Pete Hegseth, Australia’s Deputy Prime Minister and Defence Minister Richard Marles and Japan’s Defence Minister Shinjiro Koizumi. The meetings took place on the sidelines of the 13th ASEAN Defence Ministers’ Meeting-Plus in the Philippines. The forum runs on 28 and 29 October.

With Washington the agenda was delivery. The Ministry of Defence said the two ministers reviewed progress under the 10-year India–US defence framework. It covers military technology, information sharing and co-production. Hegseth said they marked the framework’s first anniversary. With Canberra, Singh said the talks covered bilateral defence cooperation, military interoperability and regional security challenges.

With Tokyo, the two ministers reviewed cooperation under the India–Japan Special Strategic and Global Partnership. Singh wrote on X that a shared commitment remains vital for a free, open and peaceful Indo-Pacific. Koizumi, who visited India in August, said the two sides had made a new start in accelerating defence cooperation. No new agreement was reported from any of the three meetings. Singh is also due to meet his counterparts from the Philippines, Singapore, Vietnam and South Korea. He addresses the forum on Thursday.

Meetings at this level are now routine for India. That is a gain in itself. The real measure is what reaches the factory floor. Co-production with partners builds the skills, suppliers and test facilities India needs for self-reliance in the 2030s. Exports can then help pay for it. Credit goes to the officials on all four sides who keep these tracks moving between summits. The next useful headline is a signed project with an Indian plant named in it.

What a founder takes from it: Defence partnerships pay off when they become production lines in India. Founders in electronics, materials, drones and ship systems should watch these tracks closely: the work goes to suppliers who are already qualified when a project is signed.
